After review, we have determined the following:
According to the MOTOR Guide To Estimating, Estimated Work Time Premise, Weld through primer (zinc dust) and Rivet Gun Set-Up or Preparation is not included.

Removal/Installation/Transfer of studs was not considered in the estimated work time.

In the Rear Body & Floor group, Rear Body subgroup, the estimated work time applied to the Rear Body Panel has been updated to 17.5 hours from 10.2 hours.

Issue Summary Replacement time on rear body in CCC is 10.2, however the process to remove the panel (per Alldata) requires removal of 84 outer welds (4 double paneled), 16 inner welds, and you have to cut the inner panel for access then remove 6 inner panel welds and 4 outer panel welds on the backside. To prep the vehicle and part for installation you must clean the bare metal flanges, trim seam sealer on the rails and floor, remove adhesives, a 3 step adhesive prep (3 components to treat panels), pre drill 63 holes for rivets, 10-4 panels, some at 6.7mm and others at 6.5. use zinc dust to treat areas of no adhesive. test fit lamps, weatherstrip, bumper, brackets and latch. remove and replace center bracket studs and remove 2 studs that come on the new panel that are not used and interfere with the floor. During installation 27 resistance welds, and 104 rivets.

Suggested Action Correct labor time and factor additional steps that is far more complex than any rear body panel. Even some of the Asian / Korean rear body panels have 13-14 hr rear body panels and this is far more complicated.
