After review, the Front Bumper Cover R&R and Overhaul operations appropriately include the Front Bumper Reflectors. However, per the Guide to Estimating, adhesive backing removal, adhesive clean-up, and replacement of the adhesive are not included operations. If these procedures are required due to the reflector
being adhesively attached, the additional labor should be determined by on-the-spot evaluation.

Issue Summary When the Front bumper is being R&R or O/H for repair situations, the front reflector R&R or R&I is showing up as included. The issue is removal of the reflector is being said to be included when they are glued in. There is no note that any labor to remove the reflector that is glued in is NOT INCLDUED to treat it as a "adhesive attached" molding which states that removal is NOT INCLUDED + any time to clean and retape. Adjusters are stating that since reflectors are included in the O/H, that any labor to remove the glue on part, retape the part is included because of the GTE. There is no way to prove the additional labor is not included.
Suggested Action Correct database handling of all BMW reflectors to not show included for the removal and retaping purposes which is also not possible due to the adhesive not being the same thickness causing the reflector to sit recessed and not flush.
